This highly valued Technical Manager will drive the strategic direction and manage the technical approach, strategy, development team’s efforts, implementation, and delivery for CMS Mandated state government healthcare health system interoperability standardizations as defined by HL7 (Health Level Seven) FHIR standards specific to the secure storage and exchange of healthcare data. The technical manager will have significant responsibility for defining REST API approach and implementation of complex Fast Healthcare Interoperability Resource (FHIR) solutions in collaboration with HTG's product development and software implementation teams. This Technical Manager will contribute heavily to design and development efforts, in addition to serving as the Project Manager of the initiative during Design, Development, and Implementation (DDI). The ideal candidate must have experience with healthcare insurance payer data, patient data, and healthcare insurance/medical claims data. Preferred experience also includes exposure and experience with Medicaid and/or MMIS systems.

REQUIRED EXPERIENCE:

• Candidate MUST hold a B.S. degree and possess a MINIMUM of 6 years of experience managing implementation projects for API-based solutions specific to the healthcare insurance domain.
• Must have prior experience with Healthcare Interoperability - FHIR (Fast Healthcare Interoperability Resources)
• Certified PMP, PMI-ACP, CSM or combination
• This PM will interact heavily with our product team, and they need to learn our FHIR solution
• Must possess strong experience with implementing APIs (new interfaces) for Medicaid systems

Essential Responsibilities

• Primary responsibility of HHS Tech Group’s Agile Project Managers is to drive and supervise the progress and activities of the Agile software development team and functional teams dedicated to implementing complex information technology systems in support of government health and human service programs, often focused on Provider Enrollment and Provider Relations, as well as other modernization and newly built web services digital solutions.
• The successful PM will manage, motivate, mentor, and ensure optimum team efficiency (often in a geographically distributed team scenario); create and maintain detailed work plans and foster a Continuous Integration/Continuous delivery (CI/CD) Agile approach.
