POSITION PURPOSE: To design, plan, develop, test, and document computer programs, working from detailed source data. Also, may prepare program documentation and materials for end users.

ESSENTIAL FUNCTIONS: Developers are expected to develop and maintain web and Microsoft-based applications in support of departmental requirements and technology goals. Developers will work with some direct supervision; however, they should be able to work independently or on a small team when required.

KNOWLEDGE, SKILLS, and ABILITIES Front-end development experience with Angular JS, Microsoft ASP.NET, MVC, DOT NET CORE, API, C#, SQL Server, HTML5, and experience with CSS frameworks such as Bootstrap. Azure and AWS aware. Should be able to build and deploy web-based applications using Microsoft SQL Server database development and administration. Will support full software lifecycle. Should be familiar with Windows server platforms and IIS Administration. PHP, MySQL, and Linux experience are a plus.

Must have the following abilities: · Establish and maintain effective relationships with management, team members, and external clients and suppliers. · Willingness and flexibility to work on different and varying projects/assignments as needed. · Work independently or with minimum supervision. · Present facts and recommendations effectively in oral and written form. · Work and communicate with people with varying levels of computer knowledge. · Accept constructive criticism from supervisor; ability to follow company policies.

EDUCATION AND WORK EXPERIENCE: Minimum 1-year of application development experience. MCTS certification is preferred. A degree in an IT-related field, and 4 years in the related development environment. Some business experience is preferred. Any equivalent combination of experience and training that provides the required knowledge, skills, and abilities.
